The Business Energy Services Team (BEST) Program is funded by California ratepayers through the auspices of the California Public Utilities Commission (CPUC), and implemented by KEMA. This program is designed to promote the installation of energy-efficient lighting and other measures for small commercial and industrial businesses. For 2006-2008 the BEST Program will serve the Pacific Gas & Electric customers in East Bay Energy Watch member cities.
